Azure SQL: Cannot open server 'x' requested by the login. Client with IP address 'y' is not allowed to access the server (Error 40615)
The Azure SQL server firewall doesn’t allow your client’s IP address.

Meaning
Azure SQL blocks all IPs by default. Add a firewall rule for your IP, enable “Allow Azure services” for Azure-hosted apps (or better, use private endpoints/VNet rules). Changing home/office IPs often re-trigger it.
Common causes
- Client IP not in server firewall rules
- App Service/Functions outbound IPs not allowed
- Public network access disabled (private endpoint only)
