Rate limiting rules count requests per IP (or other keys). Scripts, retries, monitoring tools, or many users behind one NAT IP hit the limit. The block lasts for the rule’s mitigation timeout.
Common causes
- Script or crawler sending requests too fast
- Aggressive client retries
- Many users sharing one IP (office NAT, CGNAT)
- Owner’s rule threshold too low
