Meaning
Docker Hub rate-limits pulls per IP (anonymous) or per account. CI runners and Kubernetes clusters that share one public IP hit it quickly. Pulls resume when the window resets, or immediately if you authenticate or use a mirror.
Common causes
- Anonymous pulls from a shared IP (CI, NAT, office)
- Many nodes/pipelines pulling the same images repeatedly
- Free account quota exhausted

- docker login (authenticated pulls have higher limits)
- Cache images: registry mirror or pull-through cache
- Use the same image from another registry (public.ecr.aws, ghcr.io, mirror.gcr.io)
